YouTube Monetization Requirements and Policies: A Complete Guide to YPP Approval

The official way to earn from YouTube is the YouTube Partner Program (YPP). Many new creators think that monetization will be switched on automatically as soon as they reach 1,000 subscribers and the required watch hours, but in reality the channel goes through a proper review in which human reviewers check your content against YouTube's policies. In this article you will learn what the YPP requirements are, how to apply, which policies matter most, and the usual reasons channels get rejected.

Note: YouTube changes all of these requirements from time to time. Before making any decision, be sure to read the "YouTube Partner Program overview & eligibility" page in the YouTube Help Center.

Basic requirements every channel must meet

According to the YouTube Help Center, you need the following to join YPP:

  1. You follow the YouTube channel monetization policies.
  2. You live in a country where YPP is available.
  3. Your channel has no active Community Guidelines strikes.
  4. 2-Step Verification is turned on for your Google Account.
  5. Your channel has access to advanced features (usually through phone number verification).
  6. An active AdSense account is linked to the channel, or you are ready to create one from inside YouTube Studio.

Subscriber and watch hour thresholds

Under the current rules, there are two routes to full YPP, including ads:

  • 1,000 subscribers with 4,000 qualified public watch hours in the last 12 months, or
  • 1,000 subscribers with 10 million qualified public Shorts views in the last 90 days.

Remember that time spent watching Shorts in the Shorts feed does not count towards the 4,000 watch hours, and time on private, unlisted or deleted videos is not counted as public watch hours either.

In some countries there is also an entry level where fan funding features, such as channel memberships, Super Chat and Super Thanks, become available at a lower threshold (for example 500 subscribers, plus a few public uploads and fewer watch hours or Shorts views). This level does not include ad revenue, and it is not available in every country. Be sure to check "Overview of the expanded YouTube Partner Program" in the YouTube Help Center for your country.

The change coming in 2027

In August 2026, YouTube announced on its official blog that from 1 February 2027, new applicants will need 8,000 qualified watch hours in the last 365 days, or 20 million qualified Shorts views in the last 90 days, to qualify for ads and Premium revenue. According to YouTube, this will not affect channels that are already in YPP, and the threshold for fan funding and shopping will stay the same. If you are close to this threshold now, check the latest details in the Earn section of YouTube Studio and in the YouTube Help Center, because that is where the new terms are accepted.

How to apply

  1. Open YouTube Studio and click Earn in the left menu.
  2. If you are not yet eligible, select "Get notified", and YouTube will email you once you reach the threshold.
  3. Once you are eligible, click "Apply", then read and accept the YPP terms.
  4. Link an AdSense account. If you already have an approved AdSense account, link that one; don't create a new one. Under Google's rules, one person should have only one AdSense account, and creating a second one can cause problems.
  5. Your channel then goes into the review queue. According to YouTube, the review usually takes about a month, but it can sometimes take longer.

The policies that matter most in the review

Community Guidelines

These are YouTube's core rules: they prohibit hateful content, harassment, dangerous acts, spam, scams and misleading information. A first violation usually brings a warning, then strikes, and a channel can be terminated after three strikes within 90 days.

Inauthentic content (formerly "repetitious content")

In July 2025, YouTube renamed its "repetitious content" policy to "inauthentic content" and clarified that it covers mass-produced and repetitive content. For example, hundreds of videos made on the same template where only a few words change, or content that gives viewers very little new value. Using AI tools is not prohibited in itself, but every video should show your own research, opinion or educational value.

Reused content

This policy applies to reusing other people's content without significant changes, such as compilations of clips from other channels, parts of films or dramas, or simply adding background music to someone else's video. If you use any such material, add your own clear commentary, analysis or educational explanation, and respect the rights involved. For details on copyright, see our YouTube copyright guide.

Advertiser-friendly content guidelines

Once you are in YPP, each video shows a monetization icon: green (ads can run), yellow (limited ads) and red (no ads). Videos with swearing, violence, sensitive events or adult topics may have limited ads. At the "Ad suitability" step during upload, honestly declare what is in the video.

Disclosure of altered or synthetic content

If your video contains realistic content that was made or changed with AI or editing and that viewers could mistake for real (for example, showing a real person saying something they never said, or a fake event at a real place), answer "Yes" to the "Altered content" question on the Details page when uploading. Disclosure is usually not required for clearly unrealistic content (such as cartoons or animation) or when AI only helped you write the script. The detailed rules are in the YouTube Help Center.

Why do channels usually get rejected?

  • Reused content: A large part of the channel consists of other people's clips or content.
  • Inauthentic content: Videos on the same template, such as a robotic voice just reading text over stock images, without any added value.
  • Spam or misleading metadata: Irrelevant tags, false titles or thumbnails.
  • Policy violations: Old videos that break the Community Guidelines.

The review looks at the whole channel, especially its main theme, most-viewed videos, newest videos and video metadata. So before applying, review your old weak or off-topic videos. If your channel is rejected, YouTube tells you the reason, and you can usually reapply after 30 days; after repeated rejections the wait can be longer. The date you can reapply is shown in the Earn section.

What to keep in mind even after monetization

  • Never click on your own ads, and never ask anyone else to. This is a serious violation of AdSense policy.
  • Don't buy views, subscribers or watch hours.
  • YouTube keeps reviewing channels even after approval.
  • Keep your channel's foundation strong; the article YouTube Channel Setup and Branding will help with this. If you run a channel without showing your face, see ways to add real value in faceless channel.

Summary

Hitting the numbers alone is not enough to join the YouTube Partner Program. You need 2-Step Verification, a single AdSense account, a clean Community Guidelines record and, above all, original content that delivers value. Understand the inauthentic and reused content policies, disclose realistic AI content, and follow the advertiser-friendly guidelines for ads. The requirements (including the new threshold from February 2027) keep changing, so always make your final decision based on the latest information in the YouTube Help Center. No specific amount of earnings can be guaranteed to anyone; your job is simply to make good, policy-compliant content.
